It was designed to meet the need for a self-paced, interactive and engaging approach to the training material. The audience was identified as having varying levels of knowledge and different learning capabilities. Users had to be provided with a solid understanding of the new regulations, including:

• the activities, timeframes, options, and potential outcomes of each phase of the process;
• the decision points and their determinants;
• the complainant's rights and responsibilities; and
• the significant changes in the process.
